Paraphrasing: A federal appeals court ruled that two Americans who were contractors in Iraq cannot sue Rumsfeld for their allegations that US forces tortured them after the contractors reported illegal activities by their Iraqi employer.
The court's decision was that such a lawsuit would hamper "military effectiveness" and that the law does not grant the contractors the right to sue those in the line of military command.
